The Bureau of Industry and Security has issued a final rule essentially banning exports, reexports or in-country transfers of items subject to the Export Administration Regulations to China’s ZTE Corporation, one of the world’s largest providers of telecommunications equipment, and three of its affiliates: Beijing 8 Star International Co., ZTE Kangxun Telecommunications Ltd. and ZTE Parisian. Under this rule, U.S. companies, research institutions and individuals must cease shipments of subject goods, software and technology to these four entities. In addition, foreign suppliers must cease shipments of foreign-origin goods with more than 25 percent U.S.-origin controlled content.
